Few important things.
-Make an account with your in-game name. Log in with your account. (Sometimes the verification email goes to Junk folder.)
-Send an in-game mail to Emperor or Gidbin to give you applicant or member access. After that you will have access to see and write in the applications section or the members' area. [This might take a while, depending on how busy the person you mailed, is.]

Without the steps above, you will not be able to see/write.

Applications are viewed every 7-14 days, do not expect immediate decision.
Application that have been accepted are moved to another category which only accepted members can view. This is done to avoid drama of "why X was accepted and I was not?"
